Hidden in Morales' bill is a provision that would classify e-cigarettes and vapor pens as tobacco products so they can be taxed as tobacco, even though vaping doesn't involving tobacco.

SB 25 would raise the tax on a single cigar to 75 percent of its wholesale price. That means the tax on a $4 cigar would be $3.04.
